MTL Release (Part 4)

This morning, I created a ginger pull request that adds support for the recent MTL release and latest version of transformers. I then started on the next project and found that MonadRandom is not compatible with the changes yet. It turns out that a mistake in mtl 2.3 is blocking some projects, and the MonadRandom maintainer is waiting for the fix (MonadRandom issue). It looks like a new MTL release will be made very soon.
