MTL Release (Part 5)

I am still updating projects after the recent MTL release. I updated lsupg this morning, but I decided to not make a release for this change since it is not on Hackage. My public projects that have not been updated yet are blocked by dependencies. Checking the current status, I discovered that mtl 2.3 has been deprecated! I hope that the fix is released soon!

• bm is updated (version 0.1.0.2 revision 1)
• lsupg is updated (develop branch)
• phatsort is waiting on a ginger release (my pull request is merged)
• queue-sheet is waiting on a MonadRandom release (issue) that is waiting on an mtl release (issue)
